What is a WatrLevel?
The WatrLevel is a simple tool that measures vertically. It is primarily used in two ways: MEASURE CHANGE - it will vertical change from one point to another point(s). FIND LEVEL - find the level point from one point to other point(s).

How does the WatrLevel work?
The WatrLevel utilizes the principal that water seeks it's own level. The WatrLevel consists of three main parts: the reservoir, the tubing, and the measuring staff. The water in the reservoir will travel through the tubing and seeks the same level as the water in the reservoir. As long as the water can move freely between the reservoir and the tubing, the level in the tubing and the level in the reservoir will always be exactly the same. The WatrLevel uses a measuring staff with a moveable scale. It's this moveable scale that sets the WatrLevel apart from other water levels. When you match the zero point on the scale to the water in the tubing (we call this set-zero) you essentially transfer the level in the reservoir to the staff. Wherever you take the staff you cn take measurements.

After my complete dissatisfaction over the Zircon junk box of a water level, I bought this Watrlevel. The Watrlevel works mostly. Whereas the Zircon's primary problem is the error prone electronic unit, the Watrlevel's problem is generally the error introduced by parallax due to the thick aluminum/plastic housing which separates the colored tubing and the sliding tape measure from the object I'm measuring. It should have come with a sliding T-square contraption to eliminate this parallax error. Otherwise all the advertising claim about 1/16" or 1/32" accuracy would be meaningless. I estimate that there can easily be 1/8", to as much as 1/4", error introduced to the measurement by parallax, depending on how far the sliding tape measure and colored water level column are from the object I'm measuring. I coped with this by lining up the object and the sliding tape masure by a try square. I felt like I needed 3 hands to do this job.
Also, despite my best efforts, the water level frequently drifted from measurement to measurmenent, i.e. after I made one measurement, I tried to repeat whole the process to double-check, by going back to the referrence and back to the object. Oftentimes, the second measurment differed from the first by a 1/4" or more. It's extremely frustrating. I don't know what caused it. I eliminated all sources of error I could think of: i.e. I dealt with the parallax, I did not step on the tubing, and I made sure all water outlets were opened to the atmosphere so that the water could flow freely. Still, the measurement non-repeatibility frequently arose. This same non-repeatibility also happened with the Zircon junk box.
Another interesting thing I found about water levels is that as the sun shone on the tubings and the water while I was in the middle of several measurments, the water volume and tubing volume would both expand, and the tubing lengthened, and the water level would change. This could mess up the measurements. This can be coped with by going back to the reference point to reset everything after every couple of measurements.
Water levels are terribly frustrating to use if you want high accuracy, even though in concept they should work simply and perfectly. The problem is they are not simple to use and they are not perfect in practice. If your project can tolerate a level inaccuracy of up to 1/2", then maybe water levels may be okay and can be an economical leveling solution. But for me I want as high an accuracy as possible and a measuring device that can not give consistent/repeatable measurement is in my opinion inherently inaccurate. I ended up buying a decent laser level to get the deck rebuild job done.

I am a Registered Professional Engineer who recently left my corporate job to start my own business as a property inspector. I love this tool. It's brilliantly simple and accurate. No calibration or maintenance is required.
If you want to use it to perform elevation studies on foundations, I suggest that you also buy a platform to set the reservoir jug on so you don't have to use your customer's furniture. I use the Black & Decker Workmate Mini, but any sturdy platform about the same height will work. This will keep you from having to get on your knees to take readings.
